Talent Pool Managers are HR Specialists designated within their agency to create and share certificates externally with other agencies. Within ATP, Talent Pool Managers have access to create and share Talent Pools. To become a Talent Pool Manager for your agency, you must:
- Have an active Delegated Examining certificate.
- Be a federal HR Specialist who decides which delegated examining certificates to share under the Competitive Service Act.
- Have an ATP account.
- Participate in a Talent Pool Manager training from the USAJOBS Program Office.
Shared Certificate Coordinators are HR Specialists designated within their agency to share certificates with hiring managers within their agencies. Within ATP, Shared Certificate Coordinators have access to share Talent Pools with hiring managers interested in hiring from the Talent Pool. To become a Shared Certificate Coordinator for your agency, you must:
- Have an active Delegated Examining certificate.
- Be a federal HR Specialist who understands their agency’s hiring needs and will manage the agency’s use of the talent pools/shared certificates, including the receiving agency requirements of the Competitive Service Act and/or the OPM-led cross-government hiring certificates.
- Have an ATP account.
- Participate in a Shared Certificate Coordinator training from the USAJOBS Program Office.
To request one or both of these roles, connect with your agency’s Talent Team Lead (primary Talent Team POC). They must include your information as part of the Agency Talent Team tab (sheet 2) of the monthly Merit Hiring Action plan submissions. Once your information is received by the OPM Hiring Experience (HX) team, your DE certification will be verified, and you will be invited to participate in the required training.
