When you create an Agency Talent Portal (ATP) account, you will be assigned one or more roles. Each role has unique responsibilities and permissions.
Agency general user
The agency general user can:
- Search resumes
- Create events for their agency
- Create campaigns and message job seekers saved to campaigns about open jobs or upcoming career events
- View candidates in talent programs
- View candidates on shared certificates in talent pools
Agency administrator
Agencies that use ATP often have one or more agency administrators who manage user access to ATP within their agency.
Agency administrators are responsible for:
- Adding new users from their agency who require ATP access.
- Reactivating users with locked accounts.
- Encouraging use of ATP at their agency.
- Training users how to use the various features in ATP.
- Helping USAJOBS decide on new product features.
While ATP is available to the entire federal recruitment community, your agency may have additional restrictions and limit who can get an account.

Event coordinator user
The event coordinator user can only create events for their agency. This user does not have access to resumes and can't create campaigns.
Branded search manager
The branded search manager creates and manages their agency's branded search page.
Shared certificate coordinator
The shared certificate coordinator acts as the liaison between their agency and the agency that generated the talent pool with a shared certificate. This role has access to both Competitive Service Act (CSA) and cross-government (CGA) talent pools.
For CSA talent pools, this role is responsible for:
- Contacting all candidates to verify their interest in the shared certificate coordinator's agency
- Sharing the talent pool with their agency
- Marking candidates as selected or declined
For CGA talent pools, this role is responsible for:
- Requesting access and completing the action overview form received after an access request
Training is required for this role, and it can only be assigned by system administrators on the USAJOBS team.
Talent Network creator
This role requires training and must be requested through an Agency Administrator or the ATP help desk. You will:
- Create new Talent Networks.
- Assign Talent Network managers.
- Email all job seekers in the Talent Network.
- Create tracking links to track source data.
- Invite job seekers to join the Talent Network.
- Search and filter the list of job seekers in the Talent Network.
- View job seeker information, including resumes.
Talent Network manager
This role is assigned by the Talent Network creator. You will:
- Assign additional Talent Network managers.
- Email all job seekers in the Talent Network.
- Create tracking links to track source data.
- Invite job seekers to join the Talent Network.
- Search and filter the list of job seekers in the Talent Network.
- View job seeker information, including resumes where applicable.
Talent pool manager
The talent pool manager can create and publish Competitive Service Act (CSA) talent pools.
Training is required for this role, and it can only be assigned by system administrators on the USAJOBS team.
Talent pool creator
The talent pool creator role is only granted to members of the Office of Personnel Management (OPM) Staff Acquisition Group (SAG). SAG is responsible for creating cross-government (CGA) talent pools.
This role can only be assigned by system administrators on the USAJOBS team.
Career site event coordinator
The career site event coordinator is responsible for updating agency events on their agency's intelligence careers site.
This role can only be assigned by the system administrators on the USAJOBS team.
Pathways program officer (PPO)
The PPO is responsible for adding and managing Pathways interns to the Pathways Intern Talent Program.
Training is required for this role, and it can only be assigned by system administrators on the USAJOBS team.
Workforce Recruitment Program (WRP) officer
This role is responsible for adding eligible job seekers to the WRP Talent Program and is restricted to members of the Department of Labor's WRP team.
